The name "Fourteen States" comes from a poem by the Chinese poet Guàn Xiū, titled *Xiàn Qián Shàng Fù*. In the poem, it describes how the fragrance of flowers intoxicates countless guests, while a sword sweeps across the fourteen states of Zhe. During the Five Dynasties and Ten Kingdoms period, when the country was in turmoil, Zhe（两浙） was a prosperous administrative region, and the fourteen states referred to the number of states within it.
